The dynamic properties of an isolated structure element of SiO$_2$ in the form of tetrahedra SiO$_4$ cluster are considered. Using the groups theory method the eigenvalues and eigenvectors of the dynamical matrix are calculated. The simple condition for the obtaining of the two-body interatomic potential parameters in the case or tetrahedral symmetry cluster is derived.
