On the basis of the density functional of grand thermodynamical potential for a fluid of two-level atoms in external electrical field suggested earlier (J. Phys. Stud. {\bf 1}, 402 (1997)) the appearance of a new phase in metastable vapour and liquid has been examined. The influence of the field on the nucleation barrier for these phase transformations has been studied.
