Spectral-luminescence properties of Pb-based aggregates, created under high temperature annealing of CsBr:Pb$X_{2}$ ($X$ = F, Cl, Br, I) (C$_{{\rm Pb}X_2}=1$ mol.\%) crystals under photo- and X-ray excitation were studied. The formation of Cs$_{4}$PbBr$_{6}$ or Cs$_{4}$PbBr$_{6-x}$F$_{x}$, Cs$_{4}$PbBr$_{6-x}$I$_{x}$ and CsPbBr$_{3}$ nanocrystals dispersed in the CsBr matrix was registered. Being pulse X-ray excited, radiative relaxation of high-energy electron-hole pairs of CsBr – 1 mol.\% PbCl$_{2}$ or PbBr$_{2}$ crystal is realized through radiative decay of self-trapped excitons of the CsBr matrix, Cs$_{4}$PbBr$_{6}$ nanocrystals and localized excitons of CsPbBr$_{3}$ nanocrystals.
