The chemical compositions of H{\sc ii} regions in blue compact dwarf galaxies and planetary nebulae obtained using new ionization-correction factors and optimized photoionization models of the nebular gas were used for the determination of the primordial helium abundance $Y_p$ and its enrichment $dY/dZ$ values. It was found that a simultaneous use of the chemical composition of H{\sc ii} regions in the blue compact dwarf galaxies and planetary nebulae increases the accuracy of $Y_p$ and $dY/dZ$ determination.
