An improved multipolar model of bremsstrahlung accompanying $α$-decay is presented. A special emphasis is given to the development of the angular formalism of matrix elements. A new definition of the angular probability of the photon emission is introduced where direction of motion of the $α$-particle above the barrier (its tunneling under the barrier) is defined on the basis of the angular distribution of its wave function. The spectra of the absolute bremsstrahlung probability calculated on the basis of the model are found to be in a good agreement with experimental data for the $^{210}{\rm Po}$, $^{214}{\rm Po}$, $^{226}{\rm Ra}$ and $^{244}{\rm Cm}$ nuclei. Predictions of the bremsstrahlung spectra for the ${\rm Th}$ isotopes are made.
