SPATIAL DISPERSION IN INHOMOGENEOUS MEDIA

Peculiarities of nonlocal response of spatially inhomogeneous continuous media to electromagnetic wave are considered in the framework of a phenomenological approach. A consideration of the Onsager's symmetry principle for the kinetic coefficients allows to distinguish spatial dispersion phenomena related both to inhomogeneities of the wave field and the medium itself. The character of the normal wave polarization is analyzed and the effective crystal optical parameters are determined for the macroscopically inhomogeneous incommeasurately modulated phases occuring in the dielectric crystals of the $A_2BX_4$ group.
