Within the framework of the five-dimensional gravity the Lorentz invariant cosmological model is constructed. It is proved that the Kaluza-Klein conditions are fulfilled by virtue the vacuum equations of the five-dimensional gravity. Consequently, the Kaluza-Klein space is implemented dynamically as the Lorentz invariant mode of the five-dimensional gravity. After the dimensional reduction and conformal map the model is reduced to the 4-dimensional configuration with the conformal scalar field, which has the vanishing conformally invariant energy-momentum tensor on the flat space-time background. We can treat this zero mode of the equations of the interacting conformally invariant scalar and gravitational fields as vacuum configuration of General Relativity without the cosmological constant. Thus, one can treat the vacuum of General Relativity as manifestation of the conformally and Lorentz invariant mode of the five-dimensional gravity and, naturally, Kaluza-Klein theory.
