Formulated in this paper is a renormalized perturbation theory for the description of a strongly non-ideal electron liquid in the collective approach. Long-range interactions are accounted in the framework of an electron-plasmon model where the reference system is a model of free electrons and non-interacting plasmons that make up for the missing divergent diagrams of the perturbation theory. A transformation from a canonical model of the electron liquid to electron-plasmon model is performed within the transition operators. Within the developed approach energy and structural characteristics of the electron liquid model in a wide range of coupling parameters ($0 PACS number(s): 05.30.Fk
